Vice President for Budget, Policy, and Planning

The Kentucky Council on Postsecondary Education, the state’s coordinating agency for postsecondary and adult education, seeks an energetic, visionary leader to fill the position of Vice President for Budget, Policy, and Planning.

The individual will collaborate with Council board and senior leadership team to analyze and contribute to the development of effective education policy; supervise a professional finance and research staff; oversee initiatives designed to implement Kentucky’s strategic agenda for postsecondary and adult education; and work collaboratively with chief budget officers and others to align institutional strengths with system-level aspirations.

Specific Duties and Responsibilities

In the area of budget and finance, specific responsibilities include: coordination and management of postsecondary education budget policies and procedures; the development of the biannual postsecondary budget recommendation to the Governor and General Assembly; review and development of funding models for use in the biennial budget recommendation; annual tuition recommendations; and financial analyses, productivity initiatives, and college affordability projects to support statewide strategic goals of postsecondary education.

Duties specific to policy and planning include: development and periodic updates of the statewide strategic agenda; development and implementation of a comprehensive accountability system for postsecondary education; coordination of Kentucky’s Delivery Network to help achieve the goals of the strategic agenda; oversight of the agency’s policy research agenda in support of agency-wide policy development and effectiveness; and development of working relationships with institutional planning and research officers, staff in partner agencies and various national organizations.

Minimum Qualifications

The position requires a graduate degree in higher education policy, public administration, finance or related field, and significant higher education fiscal, policy and/or administrative experience in a complex university or governmental setting. Preferred qualifications include an earned doctorate or terminal degree in higher education policy, public administration, finance or related field. Successful candidates will demonstrate the ability to lead thoughtfully, think strategically, develop and analyze policy, build consensus among varied stakeholders, promote participation and teamwork, and communicate effectively with a broad and diverse constituency. They also will have a clear understanding and appreciation for the diversity and unique characteristics of the institutions in Kentucky’s postsecondary education system.

Salary

Salary will be commensurate with experience.
