This section contains information of particular interest to institutional users who interact with the CPE information staff.

Data Reporting Guidelines

Official guidelines are prepared and updated jointly by the Council and institutional staff and establish the basis for the reporting of data. These data are used by the Council staff for research purposes including academic degree program review and approval, state appropriation recommendations, development, accountability, and other activities as prescribed in statutes.

Governing Policies
  • Data Quality Policy: Promotes the development of policies and processes by Kentucky’s public postsecondary institutions to ensure data quality and implements a process for authenticating the accuracy of data submitted to the Council. (November 5, 2007)
  • Data Access Policy: Establishes the principles related to the collection, maintenance, use, analysis, and dissemination of data and information gathered and maintained through the Council's comprehensive database system and by the Kentucky Virtual University, the Kentucky Virtual Library and the Kentucky Adult Education system. (May 22, 2006)
Report Documentation

Documentation useful for understanding or replicating CPE's reports, including Key Indicators, developmental education and financial aid.

  • Developmental Needs Categorization: Document describing how students are categorized as meeting statewide college readiness standards, with crosswalks between entrance exams.
  • Cost and Financial Aid Reporting: Detailed description of data cleaning, merging, and computed variables used for annual net direct cost and other CPE financial aid reporting.
  • Full-Time Equivalent (FTE): The full-time equivalent (FTE) of students is a single value providing a meaningful combination of full time and part time students.
Standardized Grade Crosswalk

These documents detail the categories CPE uses to aggregate institutionally-assigned, end-of-term grades to simplify communication with our various publics.  The goal for the grades crosswalk is the fair interpretation and use of the grades your institutions submit each semester.

The institution-to-standard grade conversions are part of KPEDS and will drive forthcoming examinations of the academic performance of recent high school graduates during their first postsecondary year and other analyses including those mandated under SB1.
