- COUNCIL REVIEWS 10-YEAR REPORT ON POSTSECONDARY REFORM
Friday, December 14, 2007 At a meeting today in Frankfort, the Council on Postsecondary Education reviewed a 10-year report on postsecondary education reform released earlier this month by the Kentucky Chamber of Commerce Postsecondary Education Task Force. Aims McGuinness, senior associate of the National Center for Higher Education Management Systems and chief consultant to the task force, presented the report findings and recommendations.
- KENTUCKY RECEIVES $500,000 TO MAKE COLLEGES MORE ADULT-FRIENDLY
Monday, November 26, 2007 The Council on Postsecondary Education will receive $500,000 from Lumina Foundation for Education for a statewide effort to increase the number of working-age adults with college degrees. The Kentucky Adult Learner Initiative will include a statewide review of policies that affect adult students and will grant each public four-year institution $50,000 for plans to create or enhance adult-friendly policies and services.

Monday, November 26, 2007 Brad Cowgill, interim president of the Council on Postsecondary Education, joined with representatives from Kentucky’s public colleges and universities in Frankfort today to launch a statewide outreach to former students. Eight public universities, in partnership with the Kentucky Community and Technical College System and the Association of Independent Kentucky Colleges and Universities, will pilot Kentucky’s Project Graduate program to offer incentives and services to former students with 90 or more credit hours to return and complete their degree.

Wednesday, October 17, 2007 A plan released today at a meeting of the Council on Postsecondary Education details how Kentucky plans to increase the number of college graduates to the national average by 2020. Double the Numbers: Kentucky’s Plan to Increase College Graduates explains that increasing bachelor’s degrees is the quickest, most direct way for Kentucky to increase its economic prosperity and meet the goals of the Kentucky Postsecondary Education Improvement Act of 1997. The plan includes five statewide strategies as well as a regional approach that sets targets for each strategy in nine regions across the state.

Wednesday, September 19, 2007 The 2006–07 graduating class was the largest in the history of Kentucky postsecondary education, with 43,902 degrees and credentials conferred at Kentucky public postsecondary institutions. This represents a 3.3 percent increase over the number awarded in 2005-06 and a 70.8 percent increase since 2000-01.

Wednesday, January 31, 2007 (FRANKFORT, Ky.) -- The Council on Postsecondary Education elected John S. Turner as Council chair and Dan E. Flanagan as Council vice chair at a meeting in Frankfort earlier this week. Turner, who has served as vice chair since 2005, will serve a one-year term beginning Feb. 1 and will replace outgoing member Ron Greenberg, who has served as chair since Jan. 2005 and as a member of the Council since 1996. - KENTUCKY SEES BRAIN GAIN- MORE COLLEGE GRADUATES STAYING IN THE STATE
Monday, January 29, 2007 The vast majority of people who earn degrees at Kentucky’s public colleges and universities stay in Kentucky after graduation according to a Council on Postsecondary Education study released today at a Council meeting in Frankfort. The study shows 95 percent of resident graduates from public colleges and universities stay in Kentucky after completing their degree or credential, a 12 percent increase from a similar study in 2000.

The report, “From Cradle to Career” uses a “Chance-for-Success Index” which found that children’s chances for success vary by state. Kentucky ranked 41st.

Wednesday, December 20, 2006 A new statewide Science, Technology, Engineering and Mathematics (STEM) Task Force convened by the Council on Postsecondary Education held its inaugural meeting in Frankfort today. The task force is chaired by Dr. Lee Todd, president of the University of Kentucky, and is charged with developing a statewide strategic action plan to accelerate Kentucky’s performance within the STEM disciplines from preschool through graduate school (P-20).

Tuesday, November 28, 2006 The Council on Postsecondary Education released the 2006-07 Kentucky County Profiles on its Web site earlier today. The publication includes one-page profiles for 120 Kentucky counties, 15 area development districts and eight postsecondary education service regions. Each profile outlines information relating to educational attainment, college readiness and participation, employment by sector, undergraduate enrollment, financial aid to students and more.

Monday, September 18, 2006 The Council on Postsecondary Education approved preliminary 2020 target goals for bachelor degree production for the state’s eight public universities and the independent sector at its meeting Sunday in Northern Kentucky. The target goals call for a 4.5 percent annual growth rate in bachelor degree production over the next 14 years for Kentucky to reach the national average in educational attainment, as legislated by the Kentucky Postsecondary Education Improvement Act of 1997 (House Bill 1).

Monday, July 10, 2006 Kentucky is one of 23 states to receive a grant from the U.S. Departments of Education and Labor for surpassing adult education and workforce performance levels in FY2004. Kentucky will receive a $716,581 incentive grant as a part of the Workforce Investment Act.

Thursday, May 25, 2006 A coalition of Kentucky universities and organizations today announced the creation of KentuckySat, a joint enterprise to design, build, launch and operate small satellites for education, research and economic innovation purposes. The primary mission of KySat is to train students in the dynamics of spacecraft design, construction, launch and operation and to support accompanying education and research applications.

Thursday, May 25, 2006 Jim D. Skaggs of Bowling Green was sworn in as the Council on Postsecondary Education’s newest member at its meeting earlier today. Skaggs, appointed to the Council by Governor Ernie Fletcher in January 2006, was administered the oath of office by Thomas D. Wingate, Franklin County District Judge. Skaggs will serve until December 31, 2011.

The biennial report uses college enrollment data to help educators assess the preparation levels of high school graduates who took the ACT for postsecondary work.
- Kentucky’s public colleges and universities confer record number of degrees and credentials
Thursday, May 25, 2006 Kentucky’s public postsecondary institutions reached a significant milestone by conferring nearly 24,000 degrees, diplomas and certificates during spring commencement exercises. This historic high exceeded last year’s record-setting number by 19.9 percent, based on preliminary information released today by the Council on Postsecondary Education.

Thursday, May 25, 2006 Kentucky Virtual Library will recognize the student winners of its “Create a KYVL PSA Video” statewide contest May 12 at the first annual Student Technology Leadership Program Conference in Lexington. As a joint effort of KYVL and the Student Technology Leadership Program in Kentucky’s public K-12 schools, the third annual contest invited students to submit a 30-second public service announcement video entry highlighting KYVL and its online resources.
- Kentucky student interviewed by ABC News for winning entrepreneurship award
Tuesday, April 25, 2006 A West Carter Middle School student Shay Hammond was interviewed earlier today on an ABC News “Money Matters” segment for receiving one of the National Foundation for Teaching Entrepreneurship’s top 2006 Young Entrepreneurs of the Year award. Hammond will also appear later this month on the cover of the May issue of Time Magazine for Kids. Hammond and her teacher, Merry Salyers, will be honored at NFTE’s 13th Annual Salute to the Entrepreneurial Spirit Awards Dinner in New York City tomorrow evening.

GEAR UP (Gaining Early Awareness and Readiness for Undergraduate Programs) is a federally-funded, college preparatory program for low-income Kentucky schools.

- Kentucky Science and Technology Corporation receives NASA funds for planetary sub-surface space exploration
Wednesday, January 25, 2006 The Commonwealth’s role in space exploration took another step forward today when the Kentucky Science and Technology Corporation announced a $40,000 grant from the NASA Ames Research Center. The grant will support research and development of an execution strategy for NASA’s new Institute for Sub-Surface Exploration.

Thursday, January 05, 2006 (FRANKFORT, Ky.) - The Kentucky Science and Technology Corporation and the Council on Postsecondary Education announced 105 awards totaling $6 million for business start-ups and faculty research for the first half of this fiscal year. Since 2001, KSTC has distributed 765 awards totaling $31.4 million throughout the commonwealth.

- Study shows majority of students entering Kentucky colleges are underprepared
Friday, December 16, 2005 A study released by the Council on Postsecondary Education found that 54 percent of students entering a public Kentucky postsecondary institution in 2002 were underprepared for college level mathematics, reading and/or English. This rate was lower for students who were recent graduates of a Kentucky high school at 48 percent. The highest percentage of lack of preparation was in the area of mathematics.
- Literacy levels of Kentucky adults comparable to those in other states, study says
Thursday, December 15, 2005 The 2003 State Assessment of Adult Literacy released today by the Council on Postsecondary Education-Kentucky Adult Education reveals that the literacy of Kentucky adults is similar to the literacy of adults across the country, both for the general population as well as for certain population groups. Kentucky was one of six states to invest in individual state reports from the National Center on Education Statistics in conjunction with the 2003 National Assessment of Adult Literacy.

Tuesday, November 08, 2005 The Council on Postsecondary Education today approved an operating and a capital budget request for the fiscal year 2006-2008 biennium. The request will provide funds for institutional operations and for construction, renovation and technology projects on the campuses of the state’s eight public universities, the Kentucky College and Technical System, Council operations, Kentucky Adult Education, Kentucky Virtual University, Kentucky Virtual Library, and other initiatives of the state’s postsecondary education system.
- Educators convene to discuss teacher preparation
Friday, October 21, 2005 Over 200 Kentucky educators will meet at the Brown Hotel in Louisville on October 24 – 25 at the 2005 Teacher Quality Summit. The summit will focus on the teaching challenges presented by the more rigorous academic expectations of high school reform, specifically in the areas of mathematics, the sciences, and world languages.
- Adult education enrollments continue to break records; 88 counties meet or exceed goals

Adult education programs in 88 counties met or exceeded their enrollment and performance goals in fiscal 2005 (see attached map). These counties will share nearly $1 million in incentive funds (see attached list).

Wednesday, October 05, 2005 Kentucky Adult Education recognized six Kentucky organizations as charter “Learning for Life Champions” for their significant contributions in promoting educational achievement in the Commonwealth. Amazon.com, Team Taylor County, the Kentucky Chamber of Commerce, the Owensboro Medical Health System Graviss McDonald’s Restaurants and Murray-Calloway County Hospital received recognition at the opening session of the Kentucky Adult Education conference held recently in Louisville.
- USDOE approves $68 million award to Kentucky to increase college going among low-income students
Tuesday, September 27, 2005 (FRANKFORT, KY)--The U.S. Department of Education has approved funding for over $68 million in state and partnership GEAR UP grants for Kentucky. GEAR UP (Gaining Early Awareness and Readiness for Undergraduate Programs) is a discretionary grant program designed to provide services to high-poverty middle and high schools to increase the number of low-income students who are prepared to enter and complete postsecondary education degrees.
- Kentucky postsecondary institutions respond to students displaced by Hurricane Katrina
Friday, September 23, 2005 Kentucky’s postsecondary institutions are responding to students displaced by Hurricane Katrina. Students who have already paid tuition at their home institution are being given tuition waivers and others are being evaluated on a case-by-case basis. The council will host an archive at http://www.cpe.ky.gov/katrina.htm for the system’s response and will feature news from the institutions.
- Kentucky’s postsecondary system to launch 5-year plan
Friday, September 23, 2005 Kentucky’s postsecondary education leaders will launch a five-year strategic plan Sept. 18-19 at the Governor’s Conference on Postsecondary Education Trusteeship at the Louisville Marriott Downtown. The new public agenda, Five Questions - One Mission: Better Lives for Kentucky’s People, culminates a year-and-half-long study conducted by the Council on Postsecondary Education.
- Postsecondary and adult education enrollment reaches all-time high
Friday, September 23, 2005 Kentucky has reached a record high enrollment in both postsecondary education and adult education programs in 2005. Despite gains, Kentucky has not reached the national average, however if we do, Kentucky can expect more than $5.3 billion in tax revenue and an additional $71.0 billion in cumulative personal income. Seven year enrollment gains for each institution are included.
