The Committee on Equal Opportunities in Postsecondary Education was established by Executive Order 97-1072 to advise the council on strategies for achieving the equal opportunity and institutional performance objectives.
Kentucky Plan for Equal Opportunities
The Kentucky Equal Opportunity and Desegregation Plans were created to address the finding that the Commonwealth of Kentucky, in violation of Title VI of the Civil Rights Act of 1964, had failed to eliminate the vestiges of its former de jure racially dual system of public higher education.

Equal Opportunities Status Reports
The Equal Opportunity Plan Status Reports provide an update on Kentucky's public postsecondary institutions progress toward the successful implementation of the commitments outlined in the statewide postsecondary education EEO plans and the desegregation plan. The reports provide a summary of the commitments and the status for each.
Doctoral Scholars Program
The Southern Regional Education Board Doctoral Scholars Program, as part of the nationwide initiative the Compact for Faculty Diversity, addresses the present under-representation of minorities in higher education by encouraging ethnic minority students to pursue doctoral degrees for careers as college teachers. The program provides minority doctoral scholars with academic and financial support as well as personal guidance, support, and counseling.
Governor's Minority Student College Preparation Program
The Governor’s Minority Student College Preparation Program makes minority students aware of the benefits received from going to college, encourages them to consider college as an achievable option, and to helps prepare them to be successful in college level work and graduate.
