Postsecondary Education Working Group on Performance Funding
KRS 164.092 directs the CPE to establish a Postsecondary Education Working Group to review the performance funding model. The working group determines whether the model is functioning as expected, identifies any unintended consequences and recommends any adjustments.
Pursuant to 2026 HB 96, beginning in calendar year 2026, the working group convenes every four calendar years and includes the CPE president, who serves as chair and a nonvoting member; the president or designee of each public postsecondary institution, including KCTCS; the Governor or designee; five members of the House of Representatives; and five members of the Senate.
The results of the working group’s review and any recommendations are reported by the Council to the Governor, the Interim Joint Committee on Appropriations and Revenue, and the Interim Joint Committee on Education by Dec. 1 of each year the working group convenes.
